custom built fly-system

cheers to all hopers and dreamers of the makers of the film; now on the the needed assistnce the script I'm preparing needs the use of a fly system( an apparatus to provide the illusion of flight, floating, hovering, etc.,) if anyone can explain to me hoe these systems work, or best yet, have relatively el-cheapo schemes on how to build one i'd grately be appreciative.
